This biblically based phrase is a central concept in Catholic social teaching, which, following the example of Jesus, seeks justice for the poor, oppressed, marginalized, and so on. This phrase, which has many antecedents in both the Bible and Church teaching, received considerable attention at the conference of Latin American bishops (CELAM) in 1979 at Puebla, Mexico.
